IRS and Bank Account Income Tax Question

I currently owe the IRS around 20,000 in back taxes from a previous job my husband had.

He was let go of this position and we were unable to pay and the IRS granted us a deferment.

We have not filed that years taxes yet either (2008). My question is: I am receiving an inheritance close to 85,000, will the IRS just take this from my account immediately?

I do not have a lien. I would like some time to make arrangements with them.

IRS delay code 1221

I have not filed income tax in 6 years because I did not earn any money. I was able to file this year and my return was given a delay code 1221. I did claim the EIC I'm assuming that is why, my question is what happens next I have not received a letter or anything I was really counting on that money to get school books for my daughter?

If the IRS has placed a levy on a person's paycheck, can they also put a levy on their bank account at the same time? or is it one way or the other? Thanks
