Who Can Intercept My Federal Return?

I owe the Michigan department of Treasury for driver responsibility fees, and a letter they sent me said they can deduct it from my tax returns? I also owe a county in Michigan for fines and court costs. Can the county or state take my returns, and what would be the pecking order?
