Deduction of Lap-Band Surgery

Is lap-band surgery deductable as a itemized medical deduction allowed? Full cost of surgery was paid by myself including cost of air fair to get to place of surgery. Payment was made by wire transfer to an account in Califorina, surgery was performed just over the border in Mexico does that matter? I am obease, have heart problems, and dibetic was to help myself since my Insurance would not help me with any of the cost.
